To create a new layer, use the icon at the bottom of the layer next to the trash can (lower right). To delete a layer, drag it to the trash can. The order of the layers in your palette is called the "stacking order" of the layers, and this translates to the viewer as the top-most layer is the layer that is "seen" closest to the viewer. You can move layers within the layer palette in order to alter the stacking order of the layers (click and drag the layer until you see a black outline around the layer you are placing yours above). Layers can have various blending modes and can be set from 0% - 100% opacity. When various picture elements exist on separate layers, you have control over how those elements blend with the other layers. Layers can hold any kind of picture information, including fills of color, text, photographs, and shape layers.
